Thursday Puzzler: Arithmetic Operators

Usually we have a code puzzler every Thursday, but today it's more of a brain teaser. Your task is to balance add arithmetic operators to make the statement below true. Note that you can also use brackets if you wish: 

3 1 3 6 = 8

How about  sqrt((3+1)!/3!) + 6

or assuming 4-bit: !(((3+1) xor 3) or 6)
