OpenSource.com has a helpful list of steps for anyone who's having trouble finding the right process for evaluating cloud platforms on your own terms.  The general advice is that you should think about the country of origin for your provider, try the cloud out locally (on your own servers), look for a company that's innovating and don't let yourself get locked in.
